The driver for the university bus I'm on right now is using the throttle to keep her still on a very steep hill instead of using the brakes. WHY ARE YOU DOING THIS.

Because some TTC drivers are idiots... that's why.
I was on one TTC bus years ago where the driver had the bus set to 1st gear and he would drive with the throttle floored and engine redlined while doing around 50km/h.
The engines in these buses can take a lot of abuse.
